The TALBOK™ Model

Experienced decision makers can respond quickly to complex situations without much rational analysis. This situational decision-making strategy requires little conscious deliberation, as the expert acts after recognizing the familiarity of the situation at hand with a previous situation. But when a novel problem arises, a different strategy is needed: experts need to pause and, after careful analysis, generate and choose alternatives to solve it. This analytical decision-making strategy is conscious, deliberate and can involve the processing of high quantities of data. These two strategies complement each other and occupy opposite ends of a decision continuum.

Research shows that the situational strategy requires skills and principles developed through previous experiences, while the analytical strategy relies on the use of analytical tools that support complex decision-making. TALBOK™ organizes these skills, principles and tools as a framework and methodology for effective decision-making, as they apply to people, processes and governance in knowledge-intensive work.

TALBOK™ can be used in two different ways: as a framework to develop decision-making skills and as a methodology to address critical issues. In the first case, people learn about the observable behaviors and tools that characterize successful decision-making. In the second case TALBOK™ serves as a guide to identify desired behaviors across governance, processes, people, and technology.
